When a fire tears through a kitchen or a burst pipe floods a living room, the first thing most Austin homeowners do is call their insurance company. The second thing — often within minutes — is search the internet for what actually happens next. This guide answers that question honestly, without glossing over the parts that are slow, expensive, or uncertain.

Why Austin homes carry unusual risk
The Austin metro's climate creates a specific combination of hazards that most national restoration guides simply do not address.
On the fire side, CoreLogic's wildfire risk analysis ranks Austin fifth among major U.S. cities for homes at elevated wildfire risk — first outside California — with roughly 95,000 homes carrying moderate or greater exposure. In April 2025, Austin City Council formally adopted an expanded wildland-urban interface map that designates roughly half the city as at-risk. That designation is not an abstraction: the Crabapple Fire in Gillespie County burned nearly 10,000 acres in early 2025 just west of the metro.
On the water side, Central Texas soil is the problem. The region's Blackland Prairie clay expands dramatically when wet and contracts when dry. When a hard rain follows a prolonged dry spell — which is the normal Austin weather pattern — the clay swells fast and with significant force. It pushes against slab foundations, stresses plumbing joints, and creates pathways for water intrusion that would not exist in a sandy-soil market. Cracks that appear after a dry summer are often the same cracks that allow water inside during the following wet season.
Then there is the freeze scenario. Winter Storm Uri in February 2021 caused Austin to lose more than 325 million gallons of water through burst pipes in a single week. Texas homes are built for heat, not sustained cold — attic pipes, exterior walls, and irrigation supply lines are all exposure points that freeze quickly when temperatures drop below 20°F for more than a few hours. The freeze-thaw cycle that a Boston home weathers without incident can destroy an Austin home's plumbing system.
Fire and water damage almost always arrive together
A fact that surprises many homeowners: the water damage from firefighting typically equals or exceeds the fire damage itself in a residential structure fire. Sprinkler systems release roughly 15 to 25 gallons per minute. Fire hoses deliver 100 to 250 gallons per minute. A fire that a crew suppresses in 20 minutes can introduce thousands of gallons of water into a structure — water that immediately begins wicking into framing, insulation, drywall, and subflooring.
This is why fire restoration is not simply smoke removal. It is a combined project: dry out the structure to prevent mold, remove smoke and soot residue, address structural damage caused by fire and water together, and then repair and rebuild. Treating one without the other produces incomplete work.
What fire and smoke restoration actually involves
The first task after a fire is assessment — not cleaning. A trained technician documents every affected surface, tests air quality, and determines what can be restored versus what must be demolished and rebuilt. This documentation is also the foundation of your insurance claim.
Soot is not uniform. Protein fires — a kitchen grease fire, for example — produce a nearly invisible residue that bonds tightly to surfaces and creates a persistent odor that resists standard cleaning. Fast-flaming fires produce dry, powdery soot that spreads farther but responds better to dry chemical sponging. A high-heat fire with poor oxygen produces wet, smeared soot that requires a different cleaning chemistry entirely. The ANSI/IICRC S700 standard, published in 2025 as the first nationally reviewed standard for fire and smoke restoration, formally classifies these residue types because the cleaning method must match the residue — one approach does not fit all situations.
HVAC systems require particular attention. Smoke travels through ductwork and deposits residue throughout the system. A home where the surface soot has been cleaned but the duct system has not been addressed will continue circulating odor and particulate matter every time the air handler runs.
Odor elimination is the step homeowners most commonly underestimate. Painting over smoke-stained walls seals them temporarily but does not eliminate the source. Effective odor treatment uses thermal fogging, ozone treatment, or hydroxyl generators to reach porous surfaces — wood framing, insulation, concrete — where smoke compounds have penetrated beyond what any surface cleaning can address. This takes time and cannot be rushed.
What you can do yourself: ventilate aggressively as soon as the fire marshal clears you to enter, document everything with photos before touching anything, and avoid washing soot-stained fabrics or carpet before a professional assesses them — wet cleaning the wrong residue type can permanently set the stain.
What water damage restoration actually involves
Speed is the variable that determines outcome more than any other factor. Mold colonization on wet drywall and wood can begin within 24 to 48 hours under Austin's summer conditions, where high humidity and heat accelerate biological growth. A small water loss that is extracted and dried within 24 hours may require only fan drying and minimal demolition. The same loss addressed three days later may require full drywall demo, framing inspection, and mold treatment.
Extraction removes standing water, but extraction alone does not dry a structure. Industrial air movers and dehumidifiers — placed in specific configurations based on the building layout and moisture readings — pull moisture from within wall cavities, subflooring, and framing over a period of three to five days. Technicians take daily moisture readings with meters and probes to confirm that drying is progressing toward acceptable levels, which are defined by the IICRC S500 Standard for water damage restoration based on material type.
Category 1 water — clean supply-line water from a burst pipe — is the least hazardous and the least expensive to remediate if addressed promptly. Category 2 water, which includes washing machine discharge and dishwasher overflow, carries biological contamination and requires more aggressive disinfection. Category 3 water — sewage backup, floodwater from outside the building — is hazardous and requires full protective protocols, including removal and disposal of porous materials that absorbed it.
Austin's flash-flood dynamic creates a specific challenge: floodwater from outside a building pulls in soil contamination, pesticide residue, and whatever is on the street — it is always Category 3. If water entered your home from outside during a storm, treat everything it contacted as contaminated until tested otherwise.
What you can do yourself: for a small, clean water loss — a supply line under a sink, for example — you can remove standing water with a wet-dry shop vac and run fans and a dehumidifier if you act within a few hours. Check behind the cabinet walls and the subfloor with a moisture meter before you assume the area is dry. If you do not own a moisture meter, rent one. If moisture readings remain elevated after 48 hours of drying, call a professional — hidden moisture becomes a mold problem, and mold remediation is significantly more expensive than water mitigation.
Mold: the threshold that matters in Texas
Texas requires licensure for mold remediation under Texas Occupations Code Chapter 1958 and 16 TAC Chapter 78, administered by the Texas Department of Licensing and Regulation (TDLR). The threshold that triggers the licensing requirement is 25 contiguous square feet of mold growth. Below that threshold, a homeowner can address mold themselves. Above it, the work must be performed by a TDLR-licensed mold remediation contractor.
This matters practically for fire and water restoration because the contractor doing structural dryout and repair may discover mold that crosses that 25-square-foot threshold. If they are not licensed for mold remediation, they cannot legally perform that portion of the work — and they should not try. Verify your contractor's TDLR mold license if mold is or could be part of the scope.
Navigating the insurance claim
Texas law establishes specific timelines that your insurer must follow. Under Texas Insurance Code Chapter 542, the insurer must acknowledge your claim and begin investigating within 15 days of receiving written notice. After receiving all required documentation, they have 15 business days to accept or reject the claim — or to notify you that they need up to 45 additional days and explain why. If they accept the claim, payment must follow within five business days. Delay beyond 60 days triggers statutory penalties: 18 percent annual interest on the claim amount plus attorney fees.
You are legally required to pay your deductible. Texas Insurance Code Section 707.002 establishes this obligation. On the other side, Texas Business and Commerce Code Section 27.02 makes it a Class B misdemeanor — carrying up to 180 days in jail and a $2,000 fine — for a contractor to waive, absorb, or rebate your deductible. If a contractor offers to 'cover your deductible,' that is not a discount — it is an illegal inducement. Walk away.
Document everything before your insurer's adjuster visits: photographs, video, and a written inventory of damaged items with estimated values. Your adjuster's scope of loss is not necessarily final — you have the right to dispute it and to hire a public adjuster or attorney if you believe the settlement is inadequate. Texas Civil Practice and Remedies Code Section 16.003 gives you two years from the date of loss to bring a property damage claim, but do not wait — policies often impose shorter notice requirements, and damage that goes undocumented deteriorates and becomes harder to attribute to the original event.
One practical note specific to fire losses: insurers typically provide additional living expense coverage that pays for temporary housing while your home is uninhabitable. Confirm with your adjuster on day one whether this coverage applies and what the daily or monthly limit is. Do not assume you must stay with family to save the insurer money — you paid for that coverage.
Choosing a restoration contractor in Central Texas
The Austin metro has a large number of restoration contractors, and the difference in quality is significant. A few things worth checking before you sign an authorization: confirm that the company holds a TDLR mold remediation license if mold is within scope; ask whether their technicians hold current IICRC certifications and which certifications specifically; verify that they carry general liability and workers' compensation insurance; and get a written scope of work that identifies what is being restored versus what is being replaced, and why.
Be cautious of emergency-response contractors who appear at your door within hours of a loss. Some are excellent. Some are storm chasers who will take an assignment of benefits, do minimal work, and then bill your insurer aggressively for months — leaving you to manage the dispute. You are under no obligation to use the contractor your insurer recommends, and you are under no obligation to use whoever shows up first. Take an hour to make a considered choice, even in an emergency.
